Sends a special offer to an inquiry on the host's behalf: dates, guests and a total price the guest can book. On Airbnb this is the same as sending a special offer from the inbox. On VRBO it edits the inquiry's quote, as the VRBO app does; the listing's fees stay as VRBO quotes them for the new dates and the rent is the price less those fees.
VRBO support is built from a captured VRBO app request and is not yet tried on a live account; the VRBO app also sends an App Check header Host Tools can't send, so VRBO may refuse it. Booking.com has no special offers.
The reservation must have source "Airbnb" or "VRBO" and status "inquiry" or "preapproved". Requires the reservations:write scope. Host Tools refreshes the reservation from the channel afterwards.
