Puts the listing's photos in the order given. photoIDs must list
every photo on the listing once (the ids from photos in
/api/getListing/{listingID}). The first becomes the cover.

Photo changes are saved in Host Tools and show on direct booking sites
straight away. While the listing's content sync is on, they also go to
Airbnb, which ends up with exactly these photos in this order (see
"Content sync" on /api/setListing/{listingID}). They aren't sent to
VRBO, Booking.com or Houfy yet.
