Returns OAuth 2.0 Protected Resource Metadata for the MCP endpoint per RFC 9728.
An MCP client reads this first. It names the resource (/mcp) and the authorization server that secures it; the client then follows /.well-known/oauth-authorization-server to register itself and run the authorization code flow.
