Update Listing Photo

Sets or clears a photo's caption, and/or makes it the cover. The cover
is the first photo, so making a photo the cover moves it first and
leaves the others in their order. Send at least one of the fields.

Photo changes are saved in Host Tools and show on direct booking sites
straight away. While the listing's content sync is on, they also go to
Airbnb, which ends up with exactly these photos in this order (see
"Content sync" on /api/setListing/{listingID}). They aren't sent to
VRBO, Booking.com or Houfy yet.
