Removes a photo from the listing. A photo uploaded to Host Tools is
deleted from our storage too. If it was the cover, the next photo
becomes the cover.
Photo changes are saved in Host Tools and show on direct booking sites
straight away. While the listing's content sync is on, they also go to
Airbnb, which ends up with exactly these photos in this order (see
"Content sync" on /api/setListing/{listingID}). They aren't sent to
VRBO, Booking.com or Houfy yet.
